​The YES (Youth Empowerment Services) Program offers Psychosocial Rehabilitation Services (PSR) through the NYS Children and Family Treatment and Support Services Program. These FREE mental health services, available with NYS Children’s Medicaid, give children, youth, and their families the power to improve their health, well-being, and quality of life. These services strengthen families and help them make informed decisions about their care. Services are provided at home or in the community.

Who is eligible? Youth, ages 0-21 with a diagnosed mental health disorder and Fidelis/Excellus Medicaid Managed Care or Medicaid, and their families. Must reside in Steuben County.

The YES Program assists youth increase their skills in:
  • Social Skills and Relationships
  • Emotional Regulation
  • Self-Care and Self-Direction
  • Independent Living Skills​

Who can make a referral? Anyone, including youth and families self-referring, community partners, mental health professionals, educators, doctors, etc. Forms are available on the right side of this page, or you may contact Cari at [email protected] or call 607-936-3507 for more information.

Where can services be provided? In the home, community, school, and Family Service Society youth-enrichment locations, such as the Corning Youth Center, TREE of Dreams Teen Space, Bath Play/Enrichment Room, and Hornell Play/Enrichment Room.
Benefits of youth oriented site-based services: Games, crafts, puzzles, social/emotional activities, art room, kitchen and computer use for independent living skills, socialization opportunities, and much more!

Who provides services? Youth Empowerment Specialists (YES Team) Paraprofessionals and counselors who have experience in working with youth and adolescents with social, emotional, and behavioral challenges.

​Are there service limitations? Services cannot be provided in a hospital setting. Services cannot overlap an Individualized Education Plan. Services cannot provide educational services such as tutoring, homework help, etc. Services cannot be provided at the same exact date and time a youth is participating in another Medicaid service, such as counseling or physical therapy. YES does not replace traditional mental health counseling.
